Since the communique was issued that the Vice-Chairman to the late Oyesanya, former Chairman of Ikosi-Isheri LCDA was released on Saturday 25th January, 2020. Preparations have been in top gear, various interest groups have paid courtesy/solidarity visits to the soon-to-be Chairman, congratulatory messages have been trooping in, and it’s evident that up till this moment, her phone battery have been continuously turned red.

Her supporters and well-wishers due to the excitement in having their person at the helms of affairs became ignorant of the ‘guidelines on administrative procedure of 2015. Section 6.2 (ii) of the guidelines notes that “The Vice-chairman shall act for the Chairman in his absence.

What this implies is that, in the absence of the Chairman, the Vice-Chairman becomes the Acting-Chairman of the council. This means the Vice-Chairman, despite being given a joint mandate with the late Chairman, won’t be authorized with the full powers of a Chairman.

This situation might not necessarily need the nomination of a new Vice-Chairman.

The unfolding events which holds after the 8th day’s Fidau Prayer for the late Chairman of the council, Engineer Abdulfatai  Oyesanya, will determine the fate of the Vice-Chairman, and the yet to be nominated Vice-chairman in waiting, whose matters is on the verge of ruffling the feathers of the Ikosi-Isheri LCDA branch of the All Progressives Congress.

However,the lacuna created in the Lagos State (Local govt administrative guidelines)which did not clearly indicate what happens in case of the demise of a chairman,could be applied to suit the exigencies of the ruling caucus
